Process Evaluation and Student Learning Outcome Assessment for Foundational Learning Programme in Uttar Pradesh

DI conducted a comprehensive Process Evaluation and Student Learning Outcome (SLO) Assessment for the Chimple Home Learning Program implemented in government schools in Ghaziabad. The study examined program implementation and its effectiveness in strengthening foundational literacy and numeracy (FLN) among Grade 1 and Grade 2 students. The evaluation explored classroom integration of the digital learning application, teacher facilitation practices, student engagement, parental involvement, and system-levelmonitoring mechanisms. In parallel, a large-scale assessment was conducted to measure students’ literacy and numeracy levels and analyse variations acrossusage categories and school contexts.
DI adopted a mixed-methods research design, combining quantitative assessment with in-depth qualitative inquiry. A total of 1,865 students from Grade 1 and Grade 2 were assessed using EGMA and EGRA, standardized FLN tools. Additionally, 162 qualitative interactions were conducted with key stakeholders, including students, teachers, parents, head teachers, Block Education Officers (BEO), Academic Resource Persons (ARP), District officials, and State Resource Group (SRG) members. These interactions included classroom observations, in-depth interviews, focus group discussions, and key informant interviews.
DI provided end-to-end support for the assignment, including research design, tool development, sampling strategy, field team training,field deployment, quality assurance, data analysis, and reporting. The study generated actionable insights on implementation fidelity, stakeholder engagement, digital usage patterns, and learning outcomes, supporting evidence-based decision-making and program strengthening.
