Primary Data Collection for Evaluation of Contraceptive Supply and Social Marketing Programme across Multiple States in India

DevInsights undertook primary data collection for the evaluation of Government of India’s Free Supply and Social Marketing of Contraceptive Schemes, commissioned by the Ministry of Health and Family Welfare and facilitated by UNFPA. The study focused on assessing the end-to-end supply chain of contraceptives, from procurement and distribution to last-miledelivery and utilisation across diverse state contexts.
The evaluation adopted a primarily qualitative approach, involving in-depth interviews with stakeholders across state, district, block, and community levels, including health officials, frontline workers (ANMs and ASHAs), supply chain actors, and beneficiaries. In addition, the study incorporated quantitative analysis of market and sales data from Social Marketing Organizations to assess distribution patterns and uptake trends.
DevInsights provided end-to-end research support, including tool development, field data collection, stakeholder engagement, and analysis. The study generated actionable insights on coverage, accessibility, supply chain efficiency, and user perspectives, informing strategies to strengthen programme delivery and improve access to family planning services.
