Impact Assessment of Foundational Learning Programme for Strengthening Literacy and Numeracy Outcomes in Chhattisgarh

DevInsights conducted an impact assessment of the Foundational Learning Programme (FLP), implemented by Pratham Education Foundation with support from NPCI, aimed at strengthening literacy and numeracy skills among children across 430 villages in Kanker district, Chhattisgarh. The programme adopts a multi-pronged approach including learning camps, school-basedsupport, digital learning tools, and community engagement to address learninggaps, particularly in the post-COVID context.
The study employed a retrospective cross-sectional designguided by OECD-DAC evaluation criteria, integrating quantitative and qualitative research methods. The quantitative component included surveys with 240 students from Classes 1 to 8 across 16 schools, while qualitative insights were gathered through in-depth interviews with parents, teachers, and other stakeholders to understand programme effectiveness and contextual factors.
DevInsights provided end-to-end evaluation support, including tool development, data collection, analysis, and reporting. The assessment generated evidence on learning outcomes, programme effectiveness, and sustainability, offering actionable recommendations to strengthen implementation and support future scale-up of foundational learning initiatives.
