DevInsights is undertaking an evaluation of SELCO Foundation’s Persons with Disabilities (PwD) Livelihood Programme, which delivers decentralised renewable energy (DRE)-enabled livelihood solutions to enhance productivity, independence, and quality of life among PwDs across Karnataka. The programme spans 1,733 customised solutions across 1,495 sites, supporting beneficiaries engaged in diverse livelihood activities in rural and underserved regions.

The evaluation adopts a rigorous mixed-method approach, combining a census-based quantitative survey across all programme sites with qualitative deep dives. The quantitative component captures data on solution functionality, usage patterns, beneficiary profiles, and livelihood outcomes, while the qualitative component includes 60in-depth interviews and case studies with beneficiaries, caregivers, programme staff, and ecosystem stakeholders to understand adoption pathways and systemic factors.

DevInsights is responsible for end-to-end execution, including evaluation design, tool development, digital data collection, field monitoring, and quality assurance. The study generates evidence on income enhancement, mobility, social inclusion,and ecosystem linkages, providing actionable recommendations to strengthen implementation and support scale-up of disability-inclusive livelihood interventions.
