Concurrent Evaluation for Breakthrough’s Adolescent Empowerment Programme in Select Sites of Uttar Pradesh

The study was commissioned by Breakthrough, a global human rights organization with over two decades of experience in addressing violence and discrimination against women. Since 2012,Breakthrough has been implementing the Adolescent Empowerment Programme (AEP)to shape gender-equitable attitudes and behaviours among adolescents at a formative stage of life. In Uttar Pradesh, where Breakthrough has been working since 2005, the programme adopts a life-cycle approach engaging adolescents through schools, Anganwadi centres, and community platforms.

The objective of the concurrent evaluation was to assess the Knowledge, Attitude and Practice (KAP) of adolescents aged 11–18 years, youth, and other community stakeholders on gender norms and practices across selected districts of Uttar Pradesh.

As part of the evaluation, DevInsights adopted a cross-sectional mixed-method approach, integrating both quantitative and qualitative research methods. The evaluation was conducted in two phases. In the first phase, covering Ghazipur and Maharajganj, structured interviews were administered to 438 adolescents and 57 youth. In addition, 16Focus Group Discussions (FGDs) were conducted with parents, youth, and adolescents, along with 16 In-Depth Interviews (IDIs) with key stakeholders including school teachers, Anganwadi workers, ASHA workers, and PRI members.

The second phase of the evaluation was carried out in Lucknow and Gorakhpur, where structured interviews were administered to 502 adolescents and 61 youth. Similar to the first phase, 16 FGDs were conducted with parents, youth, and adolescents, and16 IDIs were undertaken with teachers, frontline workers, and PRI representatives.

The quantitative findings were triangulated with qualitative insights to provide a comprehensive understanding of gender attitudes, social norms, and behavioral practices among adolescentsand community stakeholders, thereby informing program strengthening and futureinterventions under the Adolescent Empowerment Program.
